How do I display Oracle blob images

Need a 'thin client' reporting solution that will allow me to display Oracle blobs or Long Raw data as picture images. Need to be able to look at this data via a webbrowser with the data residing on an NT box. Could Oracle Reports be a solution? I need to be able to do some borders and shading as well.
