Business Functions not shareable - Why?

Hi,
we use Designer/2000 R.1.3.2 w/Oracle7 V 7.3.2
Can anybody explain why business functions are not shareable
between application systems?
The online help says that primary access controlled elements
*are* shareable.
Since business functions are PACs, why are they not shareable?
