polar coordinates in spatial options.

We start working with spatial-options cartridge in an ATC (AirTrafficControl) - project.

Oracle sells this option with the hint to use it in GIS environments...... BUT In our application it is very relevant that we live on a rotating potato.

Is there a cartesic to polar coordinates converting PL/SQL package ?

How can I make the RELATE comment "potato-aware" ??
