Is Database Designer the best around?

Hello,
I'm looking for a solid, cost-effective tool that will allow me to visually design a relational database, then generate the necessary SQL scripts (preferable Oracle 7) to create the database. Right now I have an evaluation copy of Oracle's Database Designer.
Is this the best you can get for the money?
