There are some keys that you just can't override using Oracle Terminal, and the Enter and Tab keys are in that group. In addition, the key-enter trigger does not fire when you press the Enter key.
Tab and Enter on a form do the same thing -- run the key-next-item trigger. So if you want them to do something special, do it in that trigger.
