I downloaded a copy of Oracle Designer (I think it's called) from the Oracle free download section in their website.
It's not a fully functional design tool like ER-Win, but it does give you the ability to create an ERD. It has a feature to reverse engineer DB structures and it might help.
The version I downloaded runs as a 16bit Windows app, so you should have no problems under Win95.
