Developer 2000 - Any good?

We are considering redevelopment of our existing software which is approx 40% database, 40% UI and 20% heavy math. We have decided to use Oracle as the database, but are unsure as to whether to develop using Developer 2000 etc., Delphi or C++.

Can someone please tell me what benefits we would gain (over Delphi/C++) by using Developer 2000, and what limitations Developer 2000 has.
