The database where your repository is installed can not resolve this service name. You have to edit the tnsnames.ora on this server (or contact your dba to do this). The repository database is creating a link to the database you wish to reverse engineer (not your client).

The object owner is the database scheme you wish to reverse engineer and remote user/pwd is your database account on wich you can access this database (can be the same).
