Well, assuming you are not using RR in NLS_DATE_FORMAT. Oracle defaults to your default century when only supplied by 2 digit year. And the way Oracle gets the default century is from the OS. So if you change your system clock to 20xx already and only supply two digit year, you will see 20xx being inserted.
