Modify the INITORCL.ORA file.
It is located at %ORACLE_HOME%\database\initorcl.ora You should find the OPEN_CURSORS parameter in this file. Increase the number to 200.

After you make this modification you must restart the Oracle instance for the changes to take affect.

You can also get to this from the Enterprise Manager . Select the Oracle Instance Manager
Click on the Initialization Parameters and under the 'Basic Tuning' Tab double click on the
open_cursor parameter.

Once again you will have to restart the Oracle Instance for changes to take affect.
