Problem trying to run reports with Web CGI

I am trying to run reports with web CGI. I can run my report from Developer/2000 reports, but when I try to run it via the web CGI, I get this error:

server=repserver.world+report=logsheet.rdf+ userid=user/password_at_mydb+destype=file+ desformat=html

Error: The requested URL was not found, or cannot be served at this time.
Developer/2000 Reports Server CGI Application - Report Job has terminated with error.
Oracle Reports Server Replies :
REP-3002: Error initializing printer. Please make sure a printer is installed.

I have a printer installed and I can print to it, so I don't understand this error. I don't get it when I run directly from runtime reports, only when I try to use the web CGI.
