WEBFORMS and Scrollbars

Hi..
I am using Developer/2000 ver 2.0 on NT Sever 4.0 with Oracle's Web Server. I am having a few problems with WEB deployment, but my main problem is that my WEB forms do not have window scrollbars. I have scrollbars in the "Forms Runtime" environment.
I am using the appletviewer that came with oracle.
