Yes and No.

If by connect via native support to Informix as is being done to Oracle, NO. ProC
is an Oracle only product. It is designed explicitly to connect to and work with
Oracle.

If you mean using some other linkage like ODBC and ProC simultaneously, assuming that
you have an Informix ODBC driver, then YES.

If you mean purchasing at some expense the Oracle-Informix Open Connection
Product and creating a database link, then YES.
