Why are Forms 4.5 Libraries locked even after the application is closed

The problem is that we are trying to update the libraries but we have about 200 users who may have either the form open or they have not shut down their computer. This makes it difficult in replacing the old library version with the new one since we get a write protect or disk inaccessable error.
Our server is Windows NT Server and our clients use Windows 95. Any suggestions on how to replace the old libraries even though they are being locked by another user? Is there a way to free up the oracle resources after forms has closed. Received on Tue May 05 1998 - 16:33:36 CEST
