Under HKEY_LOCAL_MACHINE / SOFTWARE / ORACLE are all the entries belonging to ORACLE. Eventually there exists no entry for NLS_DATE_FORMAT. Then you have two choices:
1) Make a new entrie (refer to the docu what the correct name is) 2) change the NLS_LANG entrie for your country. This is normally the better way 'cause

   you also set other attributes like decimal seperator or currency. For example:

NLS_LANG AMERICAN_GERMANY.WE8ISO8859P1 is my favorite entrie switching date, number format and currency to German style but
leaving the character set to "standard" ASCII. The entrie GERMAN_GERMANY.WE8ISO8859P1
doesn't work proper with ASCII-values.
