Yes, it works fine. Install the 16-bit in \ORAWIN and the 32-bit in \ORAWIN95, and make sure both \ORAWIN\BIN and \ORAWIN95\BIN are in your path.

16-bit tools look for ORA7xWIN.DLL, while 32-bit tools look for ORA7x.DLL files, and so on and so forth for the various Oracle DLLs.
