Failed to load the window resource deupw

I would like to have a look at Developper/2000 trial version. The version number is Oracle Forms[32 Bit] 5.0.5.4.0.

When I start the PLSQL-Editor I get an the error 'PDE-UCX005 Failed to load the window resource deupw.'

If I start PLSQL-Editor without compiling a form and without opening the Layouteditor the FormsBuilder
crashes.

I used standard development installation and reinstalled the product several times.

Please could anybody help me?
