I am going to jump in here before Thomas Kyte and give Oracle Government a 'plug'. Try http://govt.us.oracle.com and go to the downloadable utilities section and look at the OWA replacement cartridge . We have been using this for over a year with great success. It enables simple upload/download of binary or other objects directly into the database from 1 byte to 2.0 GB in length using the browser and Oracle Webserver 1,2 or 3. It is simple to implement and the example code included with the free software can easily be modified to give you a quick enough start to be able write your own code thereafter quite easily as well. It addition to handling our upload/download traffic this cartidge handles hundreds of thousands of other http requests daily, has allowed us to implement our existing comprehensive security scheme using the replacement cartridge and has been bug/problem free.
