Forms 4.5 and using menus

Hi,
We have just created a new database instance (7.3.x) and when we run our forms 4.5 application against it we get the following error message: "FRM-10256: User is not authorized to run Forms Menu." any one know how to get around this? We don't have the problem on our other databases.
