If you are using Oracle 7.3 version and up, it supports a format 'rr' for 'yy'.
'dd-mon-rr'
Did you try this.
What it does is: and year is translated as 19-- if the year is 50 or above and 20-- if it is below 50
e.g.: 01-mar-10 is 01-Mar-2010
and 01-mar-90 is 01-Mar-1990.
