Menu Conversion?

We are running on a VMS platform, Oracle 7.1, Menu 5.0, Forms 3.0, with a lot of SQL, C, and Cobol reports. We are attempting to convert to Forms 4.5. We have over 80 different full screen user menus. We would like to convert the menus to 4.5 keeping the same functionality as Menu 5.0.
