If you are using Oracle 7.3 Enterprise Manager, you can change the parameter
OPEN_CURSORS graphically from the startup/shutdown database option.
OR
you can change the parameter OPEN_CURSORS in the file INIT<sid>.ORA . The parameter has a default value of 50. Once changed, the database has to be shutdown and started up again.
