In a perfect world, there would be no restricted procedures. The rationale for them is that there are situations where, internally, Forms is in the process of navigating to a particular item, and you want certain things to happen before that navigation is completed. If, in those circumstances, you were allowed to initiate further navigation, some rather nasty ambiguities would arise (e.g. do you continue with the current navigation processing, or do you go straight to the new target?
