I have had no trouble just saving the FMB file in the 32-bit Forms Designer, then opening it with the 16-bit version. Have you tried that? Even better, have you tried just saving the fmb from 32-bit, then running the 16-bit generator on it? It's worth a try.

I don't have the latest versions of either 16-bit or 32-bit forms, so this may not work everywhere.

Also, (just my opinion here) with 4 forms, it can't be that bad to do the two-step convert-to-text, convert-to-binary that you are asking about.
