For text-based stuff (like package scripts), we have been usin SCCS on SCO UNIX for about the last 8 months for source-code control. We have found that the implementation of SCCS on SCO UNIX has severe limitations like max 13 characters for filenames.

So we have decided to migrate our code to RCS. I would recommend RCS because it has much greater flexibility than SCCS, it runs on all boxes (VMS and UNIX, check on NT/WIN95), and its free from GNU (http://www.gnu.org).
