I've experienced something like this. I think this have to do with the configuration of the web server. It's often the case with Oracle tools (or rather the rule of)that the error does not indicate what the actual problem is....

Make sure that the paths are set up right for the port number you are using when you configure the directory mappings of the web listener, I mean the paths to the java libraries and the directory where your *.fmx resides etc. I also run the forms listener (f45srv32.exe) on the default port (9000) on a NT server running Web server 2.1. I could not make any other port work. This could also have something to to with the problem.
