u can change the cursor only to 3 predefined types default, busy, crosshair, but in the windows mapping(assuming win 95) u can define the cusor setting to what ever u want suppose u want ur busy sign to be a horse running u can set that in ur control panel and when u use
set_application_property(cursor_style, busy) u can get that, but i haven't heard of setting cursor to a image from file, i doubt if u can do that in windows too.
