Sysdate relates to server o/s current date and time $$DATE$$ relates to current o/s system date. So, if you are running forms on for example Win95 and your database resides on a UNIX box, SYSDATE will give you the UNIX setting of time and date and $$DATE$$ will give you the Win95 setting of date and time.
