Oracle listener configuration

We are running an Oracle database (7.3.2) on an Intel based platform using a tcp listener version 2.3.2.1 and have encountered the Oracle error 12223 several times. Output from "oerr ora 12223" is :-

12223,00000,"TNS:internal limit restriction exceeded" //*Cause: Too many TNS connections open simultaneously. // *Action: Wait for connections to close and re-try.

What resource is being exceeded here? Is there a default number of connections allowed if MAX_CLIENTS isn't defined? Or is this a database resource problem?

Any info will be greatly appreciated.
