OCSM - DEVELOPER2000 V2.0

Has anyone had success using OCSM (Oracle Client Software Manager) to install client side forms and reports runtime. I am running NT server 4.0 service pack 3 and the client machine is also on NT 4.0. Initial setup seems fine, sqlplus works, icons are created for forms and reports but wont run and give no error messages. Called oracle support and have been getting the run around for over a week. Any suggestions would be greatly appreciated.
