There are definitely better products out there.

As a very objective person, I strongly recommend the most complete development environment for PL/SQL: PLATINUM SQL-Station. In the forthcoming version (at no extra charge) you will even get a robust subset of Steven Feuerstein's PL/Vision library of prebuilt PL/SQL code.
