You'll have to use 16-bit SQL*Net 2.3.x (just like you do now for the client)
There is no 16-bit Net8 client, but SQL*Net 2.3.x will still connect to Oracle 8.
(sort of how SQL*Net 1.x would still connect to an oracle 7.x...)
