Looking for a diagram drawing tool

We are looking for a tool that represents a network topology stored in tables of Oracle RDBMS.
The need is to draw graphs with arcs and nodes and to display them (with automatic layout control) in an Oracle Form (developed with Dev2k). Send me your suggest.
