You don't, you configure your OS to support anonymous ftp. The web browser can do the ftp protocol, the webserver only does HTTP and HTTPs. When you enter a URL like:

ftp://hostname/filename

The browser uses the ftp protocol to connect to the ftp daemon on your hostname machine, not the webserver.

Setting up anonymous ftp differs from OS to OS so you need to dig into your system admin manuals to turn it on and set it up.
