According to the PL/SQL reference (release 2.3) I/O is not currently supported within PL/SQL. By using the DBMS_OUTPUT package you may display output from PL/SQL but as far as I can see no input is possible. I suggest that you install the DBD/DBI Oracle interface to Oracle. Have a look at the perl home page http://www.perl.com/
