I tried it on my site.
[Quoted] Environment: Oracle Workgroup Server 7.3 WinNT 4, Dev/2000 R2

R1.3.x -> 2.664 KB
R2 -> 1.428 KB

For your problem, try to convert your fmb-file to an fmt-file (file/administration/convert...)
and back to a fmb-file.

This will cause forms to reorganize the file. Maybe this will help (worked for us in the previous release)
