Well, what you need is some kind of Oracle Database local on your machine.

This is a complete software product that you'll have to install, and not just a file !

(It's no MS-ACCESS)

If you're using Windows 95 you can install Personal Oracle. You can download this product as an unlimited trial version from the Oracle site.

SQL*NET is something you need when you want to talk to an Oracle Database over some kind of network connection. You don't need it when the database is installed on the same machine as the other software you're using to access the database.

You can use ODBC to access the database, see www.oracle.com for a list of available ODBC drivers.
