You might want to check out Benchmark Factory (http://www.csrad.com).

We use this tool often for tuning databases. While it does not give you tuning suggestions, like some of the products below. BF97 can be used in conjuction with to test out recommendation. For example, run a test script to get a base line, then change parameters and compare the difference. The same technique can be used to compare different implmenations of a transaction (OCI, Stored Proc, Pro*C, etc.)
