Hi Bob

If I understand you correctly, you are working in reports 2.5. If so, the following should work (assuming that I understand your problem...) in Dev2K:
Choose the parameter in the object navigator, and enter the property sheet. Coose the tab Data/Selection. choose radiobutton "SELECT Statement", and enter your select for sysdate. Note, however, that this will make a roundtrip each time you start the report. If you start the report from Forms, you could choose to hand over the date from forms as a parameter instead.
