FRM-91111 Error

We are running Developer 2000 with Forms 4.5 on an Alpha 2100 (OpenVMS 6.2).

From my NT workstation, I am running an emulation package (EXCEED). I can
start an Xsession on the Alpha and get my Session Manager and create DECterms.

When I attempt to start the Forms 4.5 designer or start a generated Form (FMX), I get the following error:

        FRM-91111: Internal Error:  window system startup failure.
        FRM-10039: Unable to start up Oracle Forms Designer.

The same emulation package is installed on a WIN95 system and it works.

Any ideas on what may be the cause.
