David,
I was able to run my Forms 4.5 client/server application using Dev/2000 1.5 and Netscape 4.04, but only after applying the patch located at the following address:

http://developer.netscape.com/software/index.html?content=jdk/download.html

Perhaps all you need is to install this patch.
