For Dos/Windows systems:

Oracle 7.3 only uses SqlNet v2.x and there is not a DOS version of that protocol so any Forms3.0 will have to be converted to 4.5 and run under Windows....

Performance should be pretty much the same, and the development environment, given lots of ram on the client, should be much easier for you to use.
