Using UTL_HTTP to execute a Java Application

We are using UTL_HTTP to call a Java application on a Netscape 3.0 web server. The Java app is receiving parms using a post. It works fine except that it takes 30 seconds (every time) for the database to free up, even though the app completes in a second on the web server. The problem does not appear to be related to the platform of the web server or database (we've tried it on UNIX and NT). Running just the default.htm on the same web server using the UTL_HTTP command returns control to the database right away. Has anyone else encountered this problem?
