reports 2.5 status=WAITING

Sometimes when I call a report from forms, my report shows up on the Reports Server with a status of Waiting, yet if I run the report directly from Reports, it works immediately. What does this status really mean and why would it have to wait if the call is being made from forms??
Any help is appreciated.
