Search paths in ORACLE.INI

[Quoted] I've attempted to set up search paths using the ORACLE_PATH, FORMS45_PATH, REPORTS25_PATH and GRAPHICS25_PATH paramaters in the ORACLE.INI file. For some reason the runtime applications still do not search the correct paths... which means I have to specify full paths in all calls to other forms, reports, etc.

Any have some hints to help me figure out why this is?
