Dev/2000 Installation

Hi,

I installed Dev/2000 v1.5.1 for Windows95 over Personal Oracle Lite on a notebook. Installation is smooth the Oracle Installer. When I click on Forms Designer, I get an error "Cannot find file NLSRTL33.DLL" A check through the C: cannot find this file. How do I get this file? My SQL*PLus can talk to Oracle Lite.

Please help.
