Forms and Database sessions.

Hi All,
If a application opens multiple forms with OPEN_FORM with session mode as SESSION, it creates a separate database session. Is every form which is open, using a database user LICENSE ? Is that mean if one has a 20 user license, he can not open more than 20 forms simultaneously.
