You'll need Netscape 4.0 +- JDK patch (look at http://developer.netscape.com/ to download it).
MSIE 4 also works but Oracle recommends to use Netscape. Oracle and I believe Netscape are working on a new browser, an applet-viewer that fully supports Oracle Dev/2000 Forms.
