From the documentation:
Forms Release Notes:
2.14.9. Windows95/NT Memory Requirements. We recommend 16Mb for design time and 12Mb for runtime for Developer/2000 Forms applications under Windows95/NT. If you are using the Reports or Graphics components as well, we recommend an additional 2Mb per component.

Reports Reference Manual:
Oracle Reports has the following memory requirements:

Item Memory


Runtime Engine	5-6 meg
Designer Engine	7 meg

Graphics Release Notes:
1.5.3 Windows95 Memory Requirements

       We recommend 12Mb for design time and 8Mb for runtime for
       Developer/2000 Graphics applications under Window95 or
       Windows NT.  If you are using the Forms or Reports
       components as well, we recommend an additional 4 Mb per
       component.

These sure seem to conflict. Memory prices are quite low nowadays; why not spring for a total of 64MB RAM?
