Oracle 7 Server and seperate Web Server

I have an Oracle 7 server running on a UNIX box one an internet machine. On a seperate UNIX box is a standard web server with nothing Oracle based on it. They need to talk through the Oracle server's IP. I'm going to do this with CGI and Perl and know some basics on the calls and commands, but there seems to be a lot of info missing from what I've read. What are the steps required to setup the above? Any code help would be appreciated.
